On June 29, a “Construction of Party Conduct and Honest and Clean Government” (hereinafter referred as to construction work) meeting was held in the conference room on the 4thfloor of the Chengdong building. The leaders of NEFU, members of the school party committee, discipline committee members, all middle-level leading cadres, party secretaries, members of the Commission for Discipline Inspection, representatives of democratic parties, and retired veteran cadres attended the meeting. The meeting was presided over by Li Bin, the president of NEFU and deputy secretary of the Party Committee.
During the meeting, Lin Haibo, the secretary of the Party Committee and secretary of Committee for Discipline Inspection, made comments of the construction work in 2016 and put forward the new mission for 2017.
Lin Haibo summarized the construction work of 2016 from four aspects: strengthen guidance, and comprehensively carry out the publicity and education of the construction work; consolidate the system foundation, and earnestly implement responsibility system of the construction work; perform the supervision and accountability of the Commission for Discipline Inspection; practice "four forms" to promote the work carried out in depth.
Lin Haibo said that the overall requirements of the construction work and anti-corruption work in the Party Committee in 2017 were as follows: to comprehensively implement the spirit of the Sixth Plenary Session of the Eighteenth Central Committee of the Communist Party of China, the spirit of the seven plenary sessions of the Central Commission for Discipline Inspection and the speeches of General Secretary of Xi Jinping, to endorse President Xi Jinping as the core of the central authority of the party, to keep the serious political life within the party, to strengthen the inner-party supervision, to strengthen supervision and discipline accountability, to persevere to correct the "four winds", to promote a comprehensive and strict development of the party and to create a healthy the political and education environment for the reform and development of NEFU.
Lin Haibo pointed out that the construction work in 2017 would focus on strengthening education and propaganda as well as implementing two responsibilities; strengthening inner-party supervision and sticking to the party's political discipline and organizational discipline; strengthening key supervision and serious accountability.

Combined with his rich experience of building a clean government, Party Secretary Zhang Zhikun made a profound analysis of both the international and domestic situation and the challenges our Party is facing. He said that through several anti-corruption campaigns China's anti-corruption struggle has been overwhelming; therefore, our Party now is more powerful and trustworthy among the people, and is standing on the new moral high ground in the international society.
Zhang Zhikun said that we must fully understand the significance of the anti-corruption work. According to him, the strengthening of anti-corruption work has demonstrated our party's strong political and self-repair mechanism, proved our party can take the initiative to deal with the death rate of the dynasty and lead the people of the country to take the road of sustainable development, and show the effective mode of socialism. Zhang Zhikun also pointed out that China's anti-corruption work will build a good political ecology and create a new group of politicians, as will NEFU in the future. The promoted cadres should be both sensible and self-conscious in politics.
Zhang Zhikun also pointed out that some serious problems still exist in the anti-corruption work of our university. Namely, few people care about the issue of anti-corruption, not to mention supervising others or being supervised. To build a healthy political ecology, NEFU still has a long way to go. In addition some key nodes of the system are not perfect——there is a certain degree of micro-corruption in them.
In the meeting, Zhang Zhikun put forward 4 points to the construction work in our university: the leading cadres at all levels should strive to raise the level of knowledge, and make demonstrations; carry out "four forms" to create a good political ecology; fight against micro-corruption and strengthen the inspection; give full play to the role of the Commission for Discipline Inspection and increase the monitoring efforts of the key points.
At last, Zhang Zhikun stated that the new leadership of our university has just formed. In order to make everything smooth, the political ecology and environment of education must be clean and healthy, and the Party must be run strictly to provide a strong political guarantee. The Party organizations at all levels and the Party members should know the situation correctly and have firm political awareness. We should unswervingly safeguard the authority of the Party Central Committee and the centralized and unified leadership, run the Party strictly and carry out the anti-corruption job, to create a positive political environment and to make greater contributions to the healthy and stable development and reform of our university.
President Li Bin pointed out that we should study the spirit of Party Secretary Zhang Zhikun’s speech and implement various tasks combined withKey Points of the Construction of the Party Conduct and honest and Clean Government in 2017. The Party members must take the responsibilities, and consciously accept the supervision of all parties.
Li Bin said that, in order to administer a country, we should first administer the Party strictly. Facing the new situation and new tasks, we must strengthen the “Four Consciousnesses”, resolutely run the Party strictly, further promote the construction work, and strive to create a clean and healthy political ecology and environment of education. The Party organizations at all levels should fulfill the responsibilities for the construction work and maintain the political discipline rules in accordance with the meeting arrangements. All departments must have a high degree of political responsibility and dedication, comprehensively promote the construction work in the process of teaching, scientific research, management and other aspects, and hence provide a strong political guarantee for the stable development of the university.
