On September 12th, Prof. Su Yang, a researcher of the Development Research Center of the State Council was invited by the College of Wildlife Resources of NEFU to present an academic report titled “Progress of the Construction of the National Park System of China and Opportunities for the College of Wildlife Resources of NEFU” in 331, the International Conference Hall, Wildlife Resources Building. The total of 200 faculty and students from related colleges were present.
Prof. Su Yang, as a member of the assessment panel on the pilot project development of the national park system launched by the National Development and Reform Commission, fully participated in the top-level design as well as the assessment process of the pilot project of the national park system and published a considerable number of influential articles on mainstream journals and periodicals, 7 of which attained the written instructions of state leaders including president Xi Jinping and Zhang Gaoli, a member of the Standing Committee of the Political Bureau of the CPC Central Committee. He is worthy of the reputation as one of the think tank of the pilot project construction of the national park system of China. In view of the significant influence of Prof. Su Yang in the reform of the national park system, he was invited to be a visiting professor of NEFU and awarded the letter of appointment by Wu Haiquan, the chief accountant and member of the Standing Committee of the CPC Committee of NEFU.
In his academic report, Prof. Su Yang reviewed the accomplishments and drawbacks of the pilot work of the national park system of China and maintained that the “Incident of Environmental Accountability of Qilian Mountains” was the turning point of the pilot program, marking that the pilot project development of the national park system of China fulfilled the essential transformation from the domination of local departments into the unified leadership and decision making of the central government, which accelerated the progress of the construction of the national park system. Prof. Su yang placed great emphasis on the interpretation of the issue of “system” in his report and held the view that national parks are the crucial carrier of the development of our ecological civilization, hence massive efforts should be made to set up a conservation framework for the biodiversity and cultural diversity of China based on national parks rather than focus on handling the specific matters like the ownership and system of reserve areas, prioritizing eight aspects, like the management of natural resources assets to tackle the demanding challenges constantly faced by the development of the natural conservation system of China. Prof. Su Yang was convinced that the College of Wildlife Resources of NEFU will play a critical role in the construction of the national park system of China, especially in the fields of the protection of Pantherinae, the scientific analysis of animal needs and the monitoring of wildlife resources. The College of Wildlife Resources should make the most of its remarkable edges such as the complete range of disciplines and firm research foundation so as to make substantial contribution to the construction of the national park system of China.
