I. General Descriptions

The law program was established in 1984 as the first such program among the forestry universities nationwide and the second undergraduate academic discipline of law among all the universities in Heilongjiang Province. It was approved with the rights of granting the master’s degree of law in environment and resources conservation in 1998, the rights of granting the first-level master’s degree of law in 2010, and the rights of granting the professional master’s degree of law in 2014. The law program now has 24 teachers, including five professors and 12 associate professors, 20 of whom have or are studying for doctoral degrees. The first-level master’s program of law consists of five second-class fields: law of environmental and resource conservation, civil and commercial law, constitutional law and administrative law, criminal law and law theory; the authorized master’s program of law enrolls full-time master of law (for law and non-law graduates) and part-time master of law (for non-law graduates). At present, the college has five provincial and ministerial practical teaching platforms, such as Heilongjiang Province Key Research Base of Humanities and Social Sciences, Heilongjiang Province Outstanding Legal Talents Education and Training Base, and five provincial famous teachers and teaching teams, such as the Expert Pool of Heilongjiang Forestry and Grassland Administration.

II. Training Objectives

This program is set to train the applied legal talents who have mastered fundamental legal theories, basic knowledge, and practical skills, show the outlook of socialist rule of law, professional ethics and theoretical research abilities, correctly grasp and apply laws and regulations to legally solve the relevant problems in the practice of governing the country according to law, unswervingly follow the road of socialist rule of law with the Chinese characteristics, perform governance by law, promote scientific legislation, ensure strict law enforcement, fair justice and law-abiding by all people.

III. Core Courses

Core basic courses:Introduction to Xi Jinping Thought on the Rule of Law, Legal Theory, Constitutional Law, Chinese Legal History, Criminal Law, Civil Law, Criminal Procedure Law, Civil Procedure Law, Administrative Law and Administrative Procedure Law, International Law and Legal Professional Ethics.

Core professional courses:Legal Logic, Labor Law and Social Security Law, Economic Law, Business Law, Professional English, International Private Law, Environmental and Resource Conservation Law, Intellectual Property Law, Legal Documentation, and International Economic Law.

Main practical teaching components:In-class practice, social practice I, social practice II, graduation practice, and graduation thesis.

V. Career of Graduates

Further study

◆The proportion of graduates successfully enrolled in master’s programs has been above 31% in the recent three years (including recommendation-based admissions);

◆More than 90% of the graduates who have chosen further studies are enrolled in universities of “Project 985” or “Project 211”, such as China University of Political Science and Law, Zhongnan University of Economics and Law, Xiamen University, Tianjin University, and Shandong University.

Employment

◆The average employment rate in the last three years is more than 90%, and most of our graduates are employed in Beijing, Shenzhen, Changchun, Harbin, and other cities.

◆Main employers: Law firms, courts, procuratorates, market supervision bureaus, China State Construction Corporation, and other enterprises and institutions.

Overseas study

◆In the past three years, the number of graduates going abroad for further study has exceeded three per year at famous universities such as the University of Melbourne and the University of London.

VI. Expert Representative

Li Jingyi, professor, master’s supervisor, is one of the first outstanding young and middle-aged law experts in Heilongjiang Province, director of the China Association for Legal Education of China Law Society, and executive director of the Legal Writing Research Association of China Law Society.

VII. Expert’s Comments on this Program

The law program integrates professional education, vocational education, and quality education into a whole and has the characteristics of application and practice. The program adheres to building up ethics, developing talents, paying equal attention to ethics and laws, and training legal skills, including professional legal knowledge, vocational legal abilities, humanistic and scientific literacy. All graduates from this program can easily get employed to work for legal practice in legislative, administrative, and judicial authorities, notarization and arbitration institutions, law firms, and other departments and sectors. They can also study law theories in higher education and research institutes. Since its founding, the program has witnessed more than three decades of development and accumulation. It is distinctive in the law program among all universities nationwide, leading in the law program among all agricultural and forestry universities, and top-ranking in the law program among all universities in Heilongjiang Province.
